I emailed both Mike and Steve and Mike responded to me last night.  I had asked about our car passing tech with the same setup we had last year which is a flim that most put on the frontends to protect against rock chips and then a tint on the inside.  This is his response.  "Yes, you are good with the same laminate configuration that you had last year! The rule was approved before all the testing was completed and unfortunately it showed that no matter what material was used, the glass still shattered and made a mess.  I will push to amend the rule next year to allow window tenting along with safety film like you are using."
