Instead of just a single venue event (Maxton) shoot out for the quick bikes of the sit on and 'road' variety, it might be better to have a real challenge.

Instead of the US racers running either to SCTA or to ECTA rules from west and east coasts you find a location(s) and then run to FIM operating rules.  The organisers invite the quickest bikes made in any Country around the world to join the 'party'.  A selected group so that the numbers do not overflow the meetings capabilities.  One or more sporting bike magazines posts a sufficient sum to ensure that racers and the organisers remain soolvent for this once a year race.

On a chosen weekend you eliminate any variations that may have occured in the past and at the end of the event you find a winner - hopefully above 260 mph.

Maybe the British Performance Bike Magazine team will join this event too - there may be others who run in UK 'straightliners' competitions that will come over and do not forget the Europeans.

It should be a total evaluation that includes Road Riding, Drag Strip, and High Speed.
That is the true measure of a bike.
For the High Speed adopt a standard that is 1 mile to a 132ft. trap. You can do it on each continent with the same operating rules. A friendly competition between publications and keep the letter bodies out of it.

Malcolm:

We already have a location, an FIM sanction, hopefully 15 miles of track and would welcome any serious competitors.  The DLRA event Lake Gardiner SA March 6th through 10th.  We are bringing John Noonan's bike FIM 253 mph average the Amo's 1,000cc 240+ mph bike and Jim Higgins bike along with the ACK Attack streamliner.  The Flying Kiwi is coming from New Zealand.  Here's a chance for you Brits to show us Yanks how to go fast.

the gauntlet has been dropped. good luck to all of the fine US folks traveling out to the wild down under.
or, better luck to the receivers of the US contingency. these folks can be a bit troublesome I think?  :D
