Where can I find a listing of what fits into what category? Better yet, a listing of categories with the criteria for each.

I've long dreamed of building and racing a Harley WL (flathead 45 ci).

As was mentioned, the rule book is the place to go.  In the mean time you can look at a copy of the 2003 ECTA Bike rules at the following web page.

The ECTA rules are very similar to the SCTA rules and I don't think the categories have changed in the last few years.  However, before building anything you would probably want to have the latest rule book in hand.

With the appropriate input and prior notice, the ECTA bikers have plenty of time to get over it with out a towel. 8)

Unfortunately, a WL gets no advantage on placement against WR, K & KR.
