To your query about ECTA and SCTA safety rules -- they're very similar, but I'd scour the book carefully, very carefully, before committing to something that you feel is good enough. ECTA has some differences in track and pavement considerations, for instance, that might make something very necessary -- where it wouldn't be so critical at the Salt -- and vice versa.
