At one time drilled I-beam axles we outlawed by SCTA. This question should be directed to the SCTA web site under the rules section. They will give you the correct answer for SCTA/BNI. I don't know what the ECTA has on this ruling.

I have never had that question come up in the 7 times I have been an inspector. I would be suprised if it is still an issue.
