So why can't I find the rule changes?

I mean -  other than the fact I am an idiot -  I use slims link to SCTA website -  i see a link to rule changes in the lower left -  but thats not it.  I look to the lower right -  and see nothing - so I need guidance and gentle coaching please,  although rude comments and character assasinations are always accepted with a wry smile!

and I might actually be pretty stupid too - we will have to wait for the test results to confirm or deny!
