Since GT is a gas only class, would a car otherwise legal for GT but running nitrous be classed in FMS?

Yes. However you may not be as competitve as someone who is using the MS rules to their full benefit.
As Dave sez, ..."some may never see the 5 mile.."

Yep, and some only run on the short course so they best not see the "5"
