Motorcycle Minimum Gound Clearance

OK Guys....considering

Production class Rule #7.E.1.11 Suspension Height Adjustment. OEM specification for minimum ground clearance must be met.

When I compare the spec in the factory manual to the actual height of the bike, the minimum ground clearance listed is exactly the same as the distance between the bottom tubes and the ground WITHOUT a rider....what about sag???

OR is the OEM M.G.C. the point that the fork and shock springs 'bottom' out?

It sounds like a bad/unenforceable rule doesn't it ?
The minimum height should be regulated by the required physical features on a production bike, otherwise it is a joke.
For all other bikes it should be a minimum for the purposes of safety because at the lean angles you might experience while underway, you don't want anything to touch the ground except the tires.
Exceptions to that mean you both have to get lucky and I wouldn't want to bet a crash won't result and jeopardize the whole of the program.
Sometimes you don't get what you pay for. :-(
