I have to ask about the lack of fairing, or covering of the rear wheel.

Voxan ran unfaired ('naked' to US racers), partially streamlined with a 'long tail' and then partially streamlined with a "short tail", which is probably the exposed rear wheel you refer to. The team were said to be learning about the new more powerful machine.

After looking at the Voxan bike in the above link, I have to ask about the lack of fairing, or covering of the rear wheel.  Did they just make so much stinking power that they did not need it?  Is this some new aero advantage that we have not learned about?

"Is this some new aero advantage that we have not learned about", yes, resistance can be your friend  :-)
