Anyone know why 1.3 miles was chosen for the course length? Space constraint?

Back in the beginning that was all the wire they had for communication at each end.

The course length has varied over the years. When I started running at El Mirage, SCTA ran 1 mile, and  RTA (Russetta Timing Association) was 1.1 mile.

In the eary 1950s they ran down and back for records. Maybe a 1.5 miles length.

. . . and at Muroc, I believe they ran 1.5 miles.  Show up and get a record.  Never could understand why the couldn't have made the El Mirage and Muroc meets to a category to be called National Dry Lake (or dry dirt?) Records.  NHRA records were national at most locations, but as I remember (not very well) some were factored for Denver(?).

Ex-SCTA president Wally Parks was a first class promoter. Park's NHRA changed hot-rodding forever.

Because it's an RCH over 2 KM?
