I am running a C/GCC with a belt driven fuel pump. The fuel cell is in front of the engine. The fuel line with filter is about 12 inches long. Do I need a fuel shut off valve in this line.

yes--you will never regret going to a mechanical pump---Francis down at Ron's in Tucson fixed me right up---
I went with the non metallic AN black stuff hose after having "apparently" burning a hole in a stainless one by a hot wire "drop".
