I have been looking on line for parachute tubes that are suitable for Land Speed racing. However I am unsure where you buy these commercially and was wondering how you 'size' them for the vehicle and speed. Can anyone help please?

Talk to a chute manufacturer... start with figuring what parachute(s) and tether length you require to stop your car. Then talk to the chute manufacturer about pilots.
most build the tube to fit those requirements and the vehicle.

We get our tubes from Mid-Atlantic Irrigation,
www.mairrigation.com
or 888.442.0240
6 inch alum. tubes: 12 foot cut in 4 pcs at 36 inches- $90 shipping is around $60. Bob Stroud turned me on to them.

Can anyone recommend a chute manufacturer in Norcal? We are prepping the build and as a newbie in this field, need a lot of advice....
