I don't want to throw a monkey wrench into your gears, especially as I don't have a DLRA nor a SCTA rulebook available. But AMA/BUB specify the following for motorcycle motors: "All classes are to use motorcycle engines. A motorcycle engine is defined as any motor that was specifically designed for use in a motorcycle."
So the question is, does a scooter qualify as a motorcycle? There was quite a discussion elsewhere on this forum about the use of mini-bike motors and the general consensus seemed to be that a mini-bike wasn't a motorcycle. Perhaps your rules are different, or you have already got this clarified.
