Rear Spoiler and End Plates

Per the rule book, approach 1 allows the end plates to be from the centerline of the axle to 2" beyond the 10" cord with a height of 8" above the mounting pad.  This height and length is where the straight line stability comes from, does it make the most sense to use all that you are allowed?  Is there a point where it is just drag?  To me, with max dimensions, it seems they would be made as large as possible if not limited.  Is this correct?  The end plates of rear wings seem to be just above the horizontal element (in most racing) but drop far below.  With a spoiler, it is attached to the body, so different I know as well as each's intended purpose, but is there a limit to where it is just up in the air for the sake of being there?

  Top Fuel Funny car end plates are much bigger. They all look the same car to car but are probably rule limited.

Yes, those guys have some spoiler and downforce!

Just trying to sort out how to make mine.  If it is as simple as large as they allow, then that is ok.  I also want to understand it better.  F1 guys do some very trick things to get air to do what they want vs what it would naturally do.  There is a lot of info out there explaining why they do what they do.  Not so much in other areas/racing.
