just getting the bike ready for it and my first time.
Bike is equiped with flush mount oil fill (and Clutch Adjustment plugs)
really no way to safety wire these......
Am I right to assume they must be replaced

I don't believe the rulebook specifies that the plugs must be done. That said, I believe every bike I have looked at did have them done. I expect one, or more, of the techs will have some input shortly. The axle and axle nuts are specifically pointed out in the rules so be sure to get those done if they weren't already.

The oil drain plug wire requirement was removed ... what year rule book do you have ?

I suggest you get a 2009 rule book and follow it exactly. The most common reasons for not passing tech are axles not properly restrained, incorrect/no kill switch, no metal valve stems, no metal battery restraint, non conforming chain guards, helmets not 2000 Snell+... If you have any questions direct them to Todd Dross (Narider) the bike tech bossman.

Like anyother safety issue, if you can make it better, do it better, then do it.

Not sure if this will work for You,but a little trick we did on my bike was to safety wire a band clamp around my oil filter 8-)!
You can use this method on lots of different parts{instead of drilling} if needed !
