So - what speed was he really moving?  Seeing as how I have yet to find a motorcycle speedo that's anywhere near correct - they consistently read too high - maybe the guy was booking along at 165 or thereabouts.  Not that it makes the situation any less dangerous to do on a public highway -- but let's not go too far in congratulating the rider for his speed.
