In the rule book re: 1.B, all cars will run in the lowest class/category for which they are legal. Can then an E engine class car run in a C class category? Can a vehicle run in a class where the engine requirement is larger than what the cars engine is.

No, it works both ways. You must run in the engine class for which you are legal.
The rule you refer to also includes body classes. A 2010 Camaro cannot run as a streamliner.
