Title: Streamliner parachute stuff...

Who's the sharpest person out there who understands streamliner parachute design, size and tether length. I need to figure parachute tubing size, length and launching set-up. Definitely have a few things to do there. Thank you...

In reality you need start with a manufacturer of the safety gear you want.

And, if possible, pick one that actually goes to the venue(s) you intend to run. You just never know when you will need to pick their brains or replace a widget.

Talk to Bob, hisself.  Listen how he tells you how good he is.  And then appreciate how much he knows and stands behind everything he sells.  And changes it at no cost when it needs to be modified.

his system that uses a stand alone launcher tube for the pilot chute has worked especially well for us

you can aim it or mount it to insure clean air for more consistent deployment.

You may also want to consider DJ... Local for you (CA) and they go to the salt... Last year at Speedweek we had a problem with our chute... tore a panel... They found several options... another competitor had a similar chute that was their spare to lend... they had a chute in the truck that would probably work or use as is... told the inspectors it would be good for the remainder of the meet if we just run an epoxy line across the torn part to help keep the rip stop nylon from fraying more.  We were back racing that afternoon.
Stroud makes great chutes as well... but their bag system sucks on the salt... ya might go through several $75 bags in a week of racing... We stopped bagging our Strouds when we had them...
