Section 3.W simply calls for "adequate brakes". I would like to convert from foot operated to hand operation. Just checking to make sure it's legal before going through the effort.

Don't read more into a rule than is actually there. If you couldn't use a hand operated brake it would say that.

I agree.
But why would you want to? Hands can be full of parachutes, mag switches, fuel shut-offs, fire bottles -- let alone the minor things like steering. Foots (you only got two), usually got only three things to do -- and probably not the throttle if you're trying to stop.

Your natural instinct( after years of driving street cars) is to use your foot brake.

I use a hand break in my roadster because of the room deal and I straddle the trans. If your using rear brakes only and the master cylinder is lower than the brake drums or shoes remember to use a residual ( I think that's what it's called ) they are red or blue depending on drum or disc, and consider a smaller diameter master than you think. I used a 7/8" and wish I had choose the 3/4".

I also had a hand brake, no room down below. Usually you don't use the brakes until you enter the turn out going to the return road.
