Wondering about using steel ammo containers bolted solid with bags of lead shot inside. Containers bolted shut also. Is this acceptable?

I think he is suggesting using lead shot in the ammo boxes because if the ballast somehow got loose, small lead BBs would not be nearly as dangerous as a big chunk of lead flying around.

People have been using lead shot for years in containers & inside frame rails. Go to the rule book & don't read anything into it that isn't in black & white.
