While you are waiting for the SCTA rule book you might want to look over the on-line copy of the rules posted on the Loring Timing Association web site.

However be aware that those LTA rules differ somewhat from the SCTA rules. They are adjusted to suit running pavement events at 1 mile and at 1&1/2 mile length. Some of the classes under LTA are not available for SCTA events ( i.e. Circle Track, Street Classes, twin cylinder engine motorcycle, etc). Also, safety requirements for SCTA are more detailed.
But at least this will give you a starting point while awaiting the SCTA rule book . . .
