I do not believe that is correct.
The pitman arm from the steering box attaches to the cylinder body, not the shaft/plunger.
Conventional thinking would have the shaft and piston moving up and down. In this case the shaft is fixed and the entire cylinder body and hose assembly moves.
Still works the same.
