I'm a little miffed, myself.

I was at Elmo for the May event and I saw a few there, but I'm both a USFRA member and a BNI member, and haven't seen one in the mail, yet.

I thought about trying to pinch one at the meet, but but my momma didn't raise me that way . . .

I checked with the powers that be and the rule books have been handed off to the postal service.
Someone I know here in SoCal received theirs this past Saturday, so it looks like they are making their way to all.

Can I ask why the rule book is still printed and not downloadable for free as a PDF?   Most racing organizations have gone this route.

If the rulebook does not show up at peoples houses until after the 3rd event of the year and less then a month from the big event of the year how are races suppose to know of any rule changes or build a car to the current rules?  Yes, I understand that the rules do not change much year to year but they do change.

I doubt they are making a lot of money on the rulebooks due to the increasing cost of printing and mailing.  This money can easily be made up from a small increase in entry fees and there will never be a loss from the cost of printing the rule book.   

If the inspectors want a printed copy have a couple printed at the local Kinko/FedEx.  They can print and punch it very easy.   The club will have a state which version is the correct/legal version, IE the latest version off the website.
