Push button quick release pins are also an example of a positive locking system, So I would say seatbelt hardware is not mandatory but an example of a mandatory positive locking system.

Agree. The rule book uses "e.g.," (For example). The word "shall" is missing which means mechanism design is wide open and subject to inspector's approval.
