I think the correct answer is what ever works best for your engine.
You are not necessarily trying to create equal power per cylinder, but to maximize overall power output. If that means that in order to keep a higher compression ratio in a cylinder that is less likely to detonate than its neighbor (a nagging problem on some older engines with shared ports), you might want a larger chamber on the cylinder that is more prone to detonation.

It depends on the compression ratio, I would say less than 1cc. How
