APS Rules and rear tails, how do they get away with it?

Just wondering. How do the likes of Joe Amo and Brett De Stoop get away with their fully enclosed tails? No matter how I read the rule book, or tried to interpret it, I still couldn't get the lower tail below the tire, or rear of the axle line. Is there something I'm missing? Do I have an old set of rules? I thought maybe a different set of rules for ECTA or BUB, but Brett De Stoop is under DLRA (Australia) rules, which are basically identical to SCTA.

Could someone shed some light on the subject. I'd like a fully enclosed tail

...The rules changed , dunno if it was for the 09 or 10 season, look for pics . Brett changed class too if I remember correctly( and I'm supposed to).....short of the visible leg rule they're in Burt territory.

Few understand what I'm trying to do but they vastly outnumber those who understand why...................

Brett's bike changed from 09 to 10
I guess we are looking at rule 7.G.11 in both the DLRA book and the SCTA book
Legal in SCTA but not in DLRA

One modified partial streamliners I saw at BUB had panels on the tail that could be put on or removed to meet the different rules of various organizations.  It seems like a good idea.
