Is it legal to mount lead ballast inside the car?  I plan on using two 1/2" grade 8 bolts per 60 pound lead bar?????

Something to think about.  Unless this is a very low car with underslung suspension, anywhere inside the body is probably going to be too high.  Ballast seems to be most commonly mounted below the axle centerline.

If there is much ballast something to think about is polar moment of inertia . Adding the ballast at the ends of the car increases the polar moment and slows the yaw rate giving the driver more time to react . Sprint cars have the engine and driver close to the cg so the driver can pitch it quickly "sideways" entering a corner .

Yes it's legal to mount this way. Make sure it won't move as the inspectors can / will grab it to make sure it's mounted solid.
