I would hope they'd have some kind of allowance for measurement error, 1/2% maybe?   That's 5cc's on a liter.  Piston flatness, piston rock, deck flatness, positive deck height, bore roundness, variation of bores, and measure tool resolution & accuracy can all come into play.  I think it falls under common sense though.

Actually Pat they do. You can't be over "X" displacement. It's simple, build your engine to be under the max. If they don't know how to do that (build the engine in tolerance) maybe they shouldn't be doing it.

We got the biggest crankshaft we could find, and the biggest pistons, and when you stick them together, it's 1.5ci over the disp breakpoint, 441.5ci. 

Sure, I could have run smaller pistons, but what fun would that be?
