Vehicles with tires having a diameter of 30” or with wheels over 17” in diameter must use a wheel manufactured for racing or reinforced as below. My question is are 17" wheels ok? Does this apply to wheels larger then 17"?

17" Wheels are ok. All factory wheels are limited to 150mph any faster and you have to have purpose made racing wheels no matter what size. The other option is a steel wheel with seems welded.
