I'm not a liner/parachute guy but here is a thought regarding stiction: how about spraying the inside of the tube with a good Silicone Spray. It is a very good lubricant and is non oil based so it won't collect dirt, dust, salt. I might reccomend Kal Gard "Prep & Shine" for the job. (shamless plug or what!!)

Baby powder is what we use while packing the chutes for the jet car
