secondary floor question

I would like some clarification on secondary flooring.  Currently our floor is on top of the frame.  Do we need to add another floor on top of this?  If we get the belly pan done on the section under the passenger compartment, would this then be the primary floor and the current floor would be the secondary floor?  What is the intention of the secondary floor?

Secondary flooring is protect the drivers legs/feet from being exposed if a "step pan or belly pan" is ripped away. What you have described is a "floorboard" because it is mounted above the frame. In case of an incident the "floor board" would likely remain in tact. You would not need an additonal panel. When you put on a belly pan the flooring you have described will become the secondary flooring as you have stated..

 A secondary floor is used in vehicles where there is no actual floor such as a coupe. A secondary floor is generally needed in a roadster, lakester or streamliner where there is nothing below the driver's feet but the belly pan. The secondary floor will keep the driver's feet inside the car in the event of the loss of a belly pan. The flooring can be made of expanded metal, aluminum, etc.
 
 In your case, the current floor boards will be sufficient to meet the the requirements.
