Are there any generic suppliers of aerodynamic fender which cover half the wheel, per the SCTA motorcycle rules or at least something close?

Tiger Racing has a fender like you are thinking of. It is mostly for Hayabusas, but I have seen it on other bikes. Check this link:

Tiger Racings fender is approx. 1.5" above the axels centreline, whereas the AirTech product sits lower, alinging with the centreline  :-)

Look over the dimensions. They have a lot of different size fenders for different size wheel, tire and fork setups. I run an Airtech Tatro fender over a 2.50 x 18 tire on my CB77 in modified. Unless you are buying a fender for a specific model figure on doing some cutting and fitting. My setup is for AMA but I have seen very similar setups for naked SCTA bikes.
