Special Contructions - Seat question

I am trying to make sure I have an accurate understanding of the Special Contruction rules concerning seat location.  The rule reads (paraprhased) "the seat area must not be above the apex or the rear tire AND behind a line drawn throught the rear axle"

I interrpet that as shown in the following drawing.

Do you read that the same way?

I have confirmed with one of the tech inspectors that my interpretation is correct.
