El Mo 350 Sidecar record? Why 250cc?

So I was just perusing my new rule book.  in the el mo records for 350 cc motorcycle -  sidecar Gas
it liststhe Burns Yamaha 250 with a record of 126 and change (set in 99) .  It also lists the Burns Yamaha 250 at 128 & change also set in 99 in the 250 class sidecar.
Did they change something internally on the engine?  They must have because as I read it 7.B:13 would exclude a record set by a MC with displacement smaller that max allowable for the next lower class.  So where am I missing this?

2006 rulebook shows them in the 250 cc records. 

The SCTA web site shows them in the 250 cc records.

Looks like a rulebook typo between then & now?

That was my first thought. On the old 2 stroke twins, all that was required was changing the pistons and barrels.

My pop ran both motors in the sidecar in 1999, 250cc amd 350cc.  He actually had 3 of the exact same bikes, set up in different configurations.  The 350cc record he set in October 1999 actually had to be certified at his memorial as he passed away just days after setting this record.

BTW, in case you guys are not aware Paula is George Callaway's driver. She won the El Mirage Championship in 2006(?). Another case of the LSR kid not falling far from the tree.
