That's sort of an easy one.  First of all, my caveat:  I look at inspection as a place to check for safety-type items, not class compliance.  A vehicle can theoretically pass tech, make runs, qualify for a record, then be found to violate something that makes the vehicle ineligible. 

In impound is where my bike is checked to see if the body fits the rules, or if the chassis is manufactured by the right company, or whatever -- in tech is where the bike is inspected to see if stuff is safety wired and if there are metal valve stem caps, etc.

This sort of answers your question, right?

Okay, now we've gone beyond my knowledge of how to handle the situation.  Take it to the next level -- chief inspector for the vehicle, race director, whomever.

Well since I can't see the question I would have to say that the answer is definitely 'Yes' or 'No' except for those times when the answer is 'It Depends'.

You can figure out your own question but here is my answer anyway.
If the certificate has been issued, it has no bearing in the legality of an erroneous record and to let it stand would be a wrong thing to do on either side.
If I believe it, the words might come out a little different the next time but the thought is the same.
Lies are a bit more flexible and tailored to the moment.
The typing on the other hand is the major unforgiving  deal.
