I'm neither an SCTA or BNI member, but friends pass things along. I got this about 2 weeks ago, and thought that an SCTA Club Member would post this. Emphasis add to highlight the pertinent info.

B.N.I. Report: Many compelling arguments on both sides of the fence about whether or not we should be holding a Speedweek event at all. Some people feel the BNI Board move ahead with the event and follow the guidelines agreed to by the different government entities involved. Others feel that the Board should consider a higher standard of responsibility. They feel that as a association we cannot guarantee the safety of everyone on the salt to a degree necessary that would allow us to have an event. Jill mentioned that there are not enough rooms at the motel to put all the workers in a single room. She thinks the Board members are very informed about all current events and need to be brutally honest about what is happening. She thinks we still have time to make a decision. Bill suggested we wait another month and talk about it again. Pat is ok with that. So next Board meeting date is TBD. Judy asked about polling the workers so we have input on whether they will be coming or not. Pat responded by saying he will instruct all the supervisors to contact their people and get feedback that way. He also thinks people will say they are coming right to the very end so they do not lose their room and then cancel at the last minute. Judy feels it is important to consider the input from the workers on how many can actually come before a decision is made on Speedweek. Pat agreed. Pat?s has heard that estimates for motel occupancy during Speedweek will be at 50%. Posters are ready for sale. Pat still needs to contact Eddie on the Penske truck. Bill said folks from other countries that are now not able to make it, are asking for their money back. Pat suggested we give them all the money back. Jill suggested we have a cutoff date for partial refund. Ron said the foreign racers who know what they are doing come in through Canada, it?s not that difficult if you are enterprising. Heather clarified that the people we are talking about are the foreign competitors who have just now recently found out that they will not be able to travel. Trailer maintenance at Wendover is making steady progress. Frank Scott is working with Chris. Chris needs to move the timing trailer to a spot that more level where it can be raised safely. Chis has made arraignments with a friend who has a local generator they we can borrow to raise the trailer. This will save us a couple grand from renting a generator. l.
Save The Salt Report: Rick Head gave his report. In a conference call on Tuesday May 26th, Rick heard from others (Larry Volk) that the salt is in bad shape. It?s still tacky, very thin in some areas out to the six mile. There was no pumping of any significant number compared to past season totals. We are still fighting at the Federal and State level. The State is meeting in July; the funds approved in the past for salt restoration could be in jeopardy. Pat mentioned that we have not gone to see the salt ourselves yet. That will be a key factor in determining for ourselves what shape the salt is in.

I've attached the entire Minutes of May 29th, 2020 Board Meeting as a PDF file.

I've read this on the Utah's State Website: I'm not sure whether each vehicle entering I-80 or on the side road or even crossing the state line at the hotel/casino will receive a message each time..we shall see.

(CNN)Utah Gov. Gary Herbert issued an executive order Thursday requiring adults entering the state to disclose their travel plans in the latest state-led crackdown on domestic travel amid the novel coronavirus pandemic.

The order, which goes into effect Friday morning, applies to all adults regardless of how they enter the state. The governor's office said Thursday visitors will get instructions on how to register their travel plans via an automatic text message when they arrive in the state.
"I am impressed with the extraordinary things that Utahns are doing each day to help one another stay safe and stay home. In recent days, however, we have seen an uptick in travel on our roads," Herbert said in a statement.
"We need to limit our travel to essential purposes only. Our goal is to trace potential cases of Covid-19 in inbound travelers."
The order comes as the number of known coronavirus cases in the US surges past 454,000 with at least 16,200 deaths as of Thursday evening. In Utah alone, there are some 1,848 cases with 13 deaths, according to data from Johns Hopkins University.
The program went into effect Friday with nine checkpoints at roads into the state and Salt Lake City airport.
John Gleason, public information officer for the Utah Department of Transportation, said at a news conference Friday that the state's plan to collect travel information from visitors is "voluntary at this time."
"We're calling upon all of the citizens who drive into the state of Utah or otherwise land at the Salt Lake City International Airport to comply with the order by voluntarily going on to the website and filling out that information," Gleason said.
Other states have also put into effect measures to limit travelers to their states. Texas has a mandatory 14-day self-quarantine for anyone traveling from New York, New Jersey, Connecticut and the city of New Orleans; Rhode Island issued a similar mandate for anyone traveling to the state from New York or anyone who had been to New York in the previous 14 days; and Florida also mandated a 14-day self-quarantine for travelers coming to the Sunshine State from airports in New York, New Jersey and Connecticut.
Still, Herbert remains one of the few remaining US governors who has resisted issuing a statewide stay-at-home order -- favoring instead a "stay home, stay safe" directive that he says strikes a more positive tone.
"These directives are not to be confused with a shelter-in-place order," his instructions state.
This approach runs counter to guidance from Dr. Anthony Fauci, the nation's top infectious disease expert, who has repeatedly said he doesn't understand why every state hasn't issued stay-at-home orders.
"I don't understand why that's not happening," Fauci told CNN's Anderson Cooper during CNN's coronavirus town hall earlier this month.
In response, a growing number of governors have called for a unified front among states to issues stay-at-home orders.
"Our message is this: 'What are you waiting for?'" California Gov. Gavin Newsom told CNN when asked about governors who haven't followed suit.
"What more evidence do you need? If you think it's not going to happen to you, there are many proof points all across this country; for that matter, around the rest of the world."
This story has been updated with additional information after the order took effect.

Yep..this is why I asked....if Utah is requiring this I cant imagine them being ok with any sort of large gathering.  Here in Idaho, we have had a pretty big flare up (according to media) once again.  The county I live in has gone back a stage.  I would rather someone make a concrete decision earlier than later...but for now I guess I will keep pressing forward.

From the minutes I received from my source this morning:

"Bill reported about the Course Prep trip. Two courses were dragged, six miles on each course. They will be able to drag father in the near future. Could use a bit more rain. Bill is talking to USFRA to do some more dragging. Timing tower will be at the 3 ? mile marker. There will be only one timing slip trailer. Three channels will be utilized on the FM radio. Pat reported on the workers survey asking about COVID-19 concerns.. Some workers are concerned, the majority were not. He has about 8 ? 10 people that have said they are not coming. Still some gray area on this topic. Jill is still waiting on an inspectors list for the motel. There will be a Speedweek, so if you don?t feel you want to take the risk, don?t attend."

That is an old report, Tone. They quote 13 deaths, we're at 167 as of today in Utah. Just setting the record straight.

While RISK is one concern Its doubtful the continuing spread will be much better by August however theres other concerns for those of us who have a long journey when heading to Wendover.  Planing on a cross country drive is obviously not so simple this year.  If the decision is made to cancel the event to be fair to us long distance racers a couple of weeks notice is needed so the hotel reservation arrangements can be canceled with enough notice not to cost us additional money. I realized when  I pre registered if the event is canceled $50.00 would be kept for the coarse prep/etc and the rest refunded. For our journey West as an example theres three nights spent in a hotel canceling reservations with advance notice would save us additional money.
Just wanted to vent a bit and hopefully the right decision is made

I just got back from Moab yesterday.
Not as crowded as usual but still plenty of tourist.
Texas plates everywhere.
Less than half of the people wearing masks.
No mention of checking in with the state, quarantining, etc.

For those of us that have been cooped up in our garages working on our cars vigorously to get them ready for this event, glad to hear that Speedweek is going to happen. Lets hope Utah's Governor doesn't shut our event down. Its wonderful to see that the SCTA/BNI board is taking the extra steps needed to add signs, sneeze guards, and other safety guidelines. Also, what better place to practice "social distancing" then at Bonneville. Your not going to get any bigger of an area to have venue, would we?

Its most important to take upon our self's to keep each other safe, "personal responsibility" Because, our parents did teach us about proper cleanliness when we were growing up.

Stay safe and keep a positive attitude. See you on the salt!
Stay safe and get the spirits up. Lets good racing!

"Also, what better place to practice "social distancing" then at Bonneville."

But what a terrible place to enforce that.  Meaning the old meanies could so very easily shut it down even before the Drivers Meeting.

Ever see just one guy working on a car there?

I realize the Governors report was older but very pertinent to what is happening currently. Changing from orange to yellow opened a lot just like California without the colors. The Lt. Governor wants some countries to go green with masks not even mandatory. Tooele county is not the lowest county of Utah so those planning on coming should be aware of what can happen and many need to drive across the entire state.

Yes cases everywhere are going up. The under 30 crowd don?t give a ??#% in most cases because cases are mild and few die.

Look at the LSR fraternity as a whole. We are the ageing and in California over 70% of the deaths are 65-up and 24-down is ZERO. Do I want to come up?.. damn right I do. Will I .... I don?t know yet. Do I wear a mask .... yes everytime I?m out and will there too, near ANYONE.

Personally when I ran, for the most part, it was my son and I and it is today if we could get back on El Mirage and Perris Speedway with our dirt car.... but we wait too.

The informed are smart... the misinformed are ... you guess. JD
