I don't know about bike rules but I would consider this stuff to be illegal per rule 4.cc Streamlining in any class where streamlining is not specifically allowed. On a car.  :dhorse:

After a lot of detective work I have tracked down a supplier for "Dimple Wrap",,

The stuff is reasonably priced, however due to our Australian $$ and exorbitant shipping, i cant justify "bang for buck"

It is typically applied to the forward 15 to 25 percent of the frontal area, based on personal observation.  Google "perforated handlebar grip tape."  Bicycle handlebars and tennis raquets handles are where I have seen it used.

the dimple wrap is a standard 54" wide, and purchased by the yard  :-)

You do not need much wrap for a bike.  There were small patches of the stuff at the leading edges of Al's bike when I saw it.  He did not cover the entire bike.  One or two rolls of handlebar tape should be enough.
