Exhaust System and course surface

Reading the rule 3.P Exhaust System 
    Its written the exhaust is directed away from the driver,fuel tanks,tires and course. So im wondering if the exhaust pipes which are clear of the driver and fuel tank and tires exiting level to the course surface facing on A rearward angle about 2 inches above the surface would that be considered clear of the coarse surface?
