Driver/Rider Log Book - required for SpeedWeek 2018?

Has anyone else heard about the proposed requirement to have a driver/rider logbook which lists all passes, records, and any infractions? I'm not sure what all this proposal would address or fix, but if it something that is going to be required for SpeedWeek, I'd rather work on it now than crap it out when we get there. SpeedWeek pre-entry sent...

From what I understand, the log book is to be started at your first event.  But they get $10 for you to start the document.

There was a proposal about listing your prior racing experiences.  I was disappointed, as I wanted to brag about the X-Eliminator with my stock (so what if I had 16-inch wheels) Model A pickup I earned in 1958 at Colton.  I torched the 1948 Willys Wagon and later was gated by a go-kart.  He broke his chain and I sailed by!  Even got to carry him back to the pits!  Ahh, the sweet smell of victory!

I'd have probably started with my Soap Box Derby car.

They're like lakesters for hilly terrain.

I had some pretty dramatic soap box derby races I was planning to list. Bummer.

So, I am looking at the new SCTA Competitor Log Book and it contains a ton of details. My initial question is who fills this out and who vetts entered content? I am having difficulty understanding why this is necessary as my vehicle log book contains all important data required to race. Apparently, I now must present two log books to tech.
