Restructure Of Forums

The forums have been restructured in layout.

This is to accomodate other organizations. They have other procudures and should have their own forum section instead of balled up in one section. I have tried to split them up as best as I can. If you see something that needs changes please let me know. Add or delete or this and that.

This needed to be done. After reviewing my Message Board stats (All the stuff that resides on the .net server), I have had 2.9 million hits in August, Sept was 2.5 million, October was 1.8 million.  So the traffic is coming in so restructure was indeed needed.

I am also in testing phase of another board system. This has some features that forum MEMBERS need. That this current system does not have. Everything converts over with no problems. We loose nothing in the conversion.

Still messing around with is and will make a decision towards the end of the month.
