Travel limiters

Finally have a front view picture of Amy's camaro at about half track. Other than the air dam folding under a bit there is noticeable front end lift, 2 to 3".  What issues have been noticed after installing some type of limiting device?

The lift you see is probably pure aero lift, either lower the front so there is less clearance to the ground or maybe install a splitter on the air dam if it is legal. A splitter will both stop the air dam from folding and improve front down force at a very small increase in drag.
