Access panels

I just received my 2016 rule book and was looking for new rules regarding access panels added for this year. I read on one of the threads that these panels are mandatory for special construction cars. Can someone point me to the rule book section that covers these panels or am I confused about the whole thing?

2016 SCTA Rule Book pg 66 in bold.

Just so you might know, Giggle, . . .

Rule Book changes are in Bold Face the first year they take place.  So looking thru the book, the Bold Face items are usually changes.
