I had the same problem, but with a motorcycle engine. I checked piston-to-valve clearance over and over and had plenty. Turns out the big $$ secret sauce valve springs were binding. Check everything, trust nothing!

They assign the intern engineers to me for training.  It works both ways.  They teach me the fancy new things they learn in skool and I tell them what little I know.  Sort of a role reversal.

I'm going to quote Woody here:   "Trust, but verify."

And now I am going to quote myself:    "There is a difference between being an 'engine assembler', and an 'engine builder'.    You get to pick which one you are going to be . . . .     Your wallet may have something to say about it though."

If you do not check every little stinkin' thing, well, that's on you.

I am always bemused by guys who brag about how fast they can put together an engine.    (Notice I did not say assemble . . . .)     In some cases, this can work out OK.    But mostly, it doesn't work out very well . . . .

Just keep taking stuff off/out until you get it to turn, will identify the offending part or parts.

You might want to check the rod journals/rod bearings for 'nicks' from the rod bolt threads.     I had a new assembler once whose first assembly was locked up solid.   He 'nicked' both sides of every journal because he would not use rod bolt sleeves on the through bolts . . . . . . .

He ended up being an excellent parts washer though.

Found the issue...he had the rods re-sized...And then promptly mixed up the caps...Couple minutes w/ a snap gauge and he was good to go.  darn kids.
