would there be any downside or benefit to using a smaller rear wheel than front? 18 in the rear and 21 up front

Changing either end from stock?  If so, it could have the same effect as changing the steering head angle and thus the rake/trail.  Advantage or disadvantage would depend on what the bike might need to improve high speed handling.

Wow -- not many folks are from Glendora - a tiny town in southwest Michigan.  I used to live about 20 miles from there.  Welcome to the Forum.

Really shouldn't matter. Many bikes come stock with different size front to rear, heck you could go from a 21" front to a 16" rear on a bone stock Harley many years. Now, outside diameter of the tire could matter if you got carried away with it, but then again with a full on build you should be able to compensate for said changes.

Mikey, I kinda could have guessed that you don't live in Michigan -- but was making the point that not everyone knows that there's a Glendora in California.  You put the name of the town in your profile -- but didn't list a state.  Maybe now you'll add that tidbit of geography to the profile page.
