General run down of engine inspection...

Since we have never been to the salts, I understand during inspection, the top end of the motor will need to be spec'd to ensure proper engine class. Upon reassembling the engine, where would one go to start it up and ensure everything is working correctly? The rule book says no engine is allowed to be started/run unless on the starting line ready to make a pass.

You are misinformed. Your engine will only need to be torn down at record inspection and only if it can't be pumped. And engines are started and run in the pits all the time.

. . . and I think you're confused with the rule that says that a driver must be in the car whenever the engine is running.
