I guess you could call the area "cheeks".... its pretty flat also just radius the whole area and will help a lot.... from a side profile look at the flat area above the tire then notice the curved area from the nose through the windscreen.... what's that look like to you?... if you don't use a front fender the dirty air created by the spinning wheel will reduce the lift on the front end... if you do control the air by using a fender the bike will hunt in the front and wiggle in the rear and will go wherever it wants too down the track because the front will be so light it wont steer.... opening the area around the fork cut outs will reduce the lift and putting some air in there will also reduce the buffeting behind the windscreen....
