This is probably a confession about my lack of background in hardware.
Supplemental rules, page 45 intro to sidecars, "Universal brackets and hardware are prohibited." To add to my confusion, earlier in the paragraph it said, "Sidecar can be mounted on the right or left of the rider with mounting brackets, universal or ridged bar fittings for rigidity, application and sufficient depth of engagement."

So Universal brackets are not allowed but universal fittings are? What are these terms referring to and just what is allowed and prohibited. Clarification please.

I think they are trying to tell you that clamp on to the frame brackets are not allowed.

When Max mounted his sidecar he welded 3 tubes to the frame, then built a sidecar with mounts to slide into the tubes.  The ends of the mounts were threaded and bolts kept the sidecar mounts attached to the scooter.

If you buy a sidecar to mount on your street motorcycle, it usually come with "Clamp-on" mount to the motorcycle frame................not allowed in LSR.........weld them on and safety wire any and all mounting bolds......
