Are handheld CB's OK or does it need to be a car model?

Must be a car type CB, hand helds don't have the power to send or recieve at any distance. Get a Cobra and a mag mount antenna.

Yes, and that's precisely what I did last October.

It made my official RO a lot easier this last August.

For me, it gave me 10 months to digest the information, and come the time I did my official orientation, I was able to clarify a few questions I didn't have the forethought to ask.

Well, I guess we're making a LOT of progress . . .

A spectator attending rookie orientation just for the sake of getting orientated is fine with a hand held.  The car-mounted types are a requirement for competitors, not spectators.  The only reason we use it CB's during orientation is so you can hear me say "... and over here is the one mile marker... and over here is the return road...".  You can hear that just fine on a hand held.  But if you're running a race vehicle then you must definitely have a car-mounted CB.
