try 1990s mustang spare tire wheelsthey are what you asked for, cheap, and strong.  I know a guy that runs them on the rear of his 227 mph record holding lakester at elmirage. he says the work great and cover the brakes

I used the Centerlines with top-hat shaped hubs that moved the wheel inboard.  It was a simple lathe job that used my original bearings in the thick aluminum hub.  A local custom wheel manufacturer did them.

I dont know what it cost, it was a donation to the project.   It works with rear steering arms, but probably not with a tie rod in front.
