Sealing holes

I know that all holes on the firewall must be closed by welding or sealing with some kind of plate and using a fire stop putty.

The question I have is dealing with the underside.
On my Rampage I have had the holes covered from the inside using small plates and then several / many tack welds.
Can I leave these like they are and then use fire putty on the underside to completely seal or do I need the fire putty on the inside and underside? Would JB Weld work better than fire putty? Should they be completely welded up and not use fire putty?

Inquiring minds want need to know.  :-D

Fire putty will not stay stuck, buy some and look at it.  It is not like silicone caulk, it is more like play dough. 
I would say if your patches are the correct firewall thickness, weld them in... If you have gaps that need sealed, use fire putty. 
Remember the firewall is liquid sealed, that will keep any burning stuff out while you escape.
